If rights to
commons (for example, land, votes, carbon credits) are allocated a per capita
basis, the presence of competitive blocs (for example, states, ethnic groups)
can result in a Nash equilibrium where each group attempts to increase its
allocation by increasing its population until a Malthusian catastrophe is
reached.
